Building in Saskatchewn

Does building development go on year round in the Saskatoon area? I would think there is some temperature/season that would not be conducive to pouring concrete. Ditto excavating. Are there other seasonal concerns? I would appreciate some tips from anyone who has experience with the building cycle/season in the Saskatoon area. Do people finish houses during the winter if there is no heating installed? I remember it being often 30-40 below, and I don't know if people accept working under those conditions. I can't see how they could do that day after day.
